The Qianhai Authority has unveiled a new plan to promote Qianhai headquarters development and the high-quality growth of enterprises within the Qianhai cooperation zone. Under this plan, companies newly listed among the top 500 Chinese enterprises will receive a subsidy of 2 million yuan (approximately $280,800). For those entering the top 500 global enterprises, the incentive is even greater, with a subsidy of 10 million yuan.

Qianhai Headquarters Development: Encouraging Economic Growth

The plan also includes additional financial incentives aimed at encouraging economic growth within the zone. Headquarters enterprises that significantly contribute to Qianhai’s economic development will receive a bonus equivalent to 1% of the economic growth they achieved in the previous year, capped at 30 million yuan per enterprise annually.

Attracting and Retaining Top Talent for Qianhai Headquarters Development

To attract and retain top talent, the plan introduces preferential tax policies for both individuals and businesses. High-end overseas professionals and those in short supply, working in headquarters enterprises, will have their individual income tax burden exceeding 15% subsidized and exempt from tax. Additionally, Hong Kong residents employed in these enterprises will have the portion of their tax burden exceeding the Hong Kong tax rate exempted by law.

Support for Key Industries

Qualified headquarters enterprises will also benefit from a reduced corporate income tax rate of 15%, aligning with current regulations. The plan targets key industries, including finance, trade, logistics, technology services, professional services, and modern maritime activities. It aims to create competitive clusters in sectors like information services, legal services, digital and fashion, cultural tourism, and advanced manufacturing.
