China Proposes Regulations to Label AI-Generated Content for National Security

The Cyberspace Administration of China (CAC) has introduced a draft regulation aimed at standardizing the labeling of AI-generated synthetic content to safeguard national security and public interests. This draft, titled “Measures for Identifying AI-Generated Synthetic Content,” is open for public feedback until October 14, 2024.

The regulation defines AI-generated synthetic content as any text, image, audio, or video produced using artificial intelligence technologies. The goal is to ensure that AI-generated material is clearly labeled to prevent misinformation or manipulation.

Under the draft rules, internet information service providers must comply with national standards to label AI-generated content, particularly when users are allowed to download, copy, or export such materials. Platforms are also required to regulate AI-generated content distribution by offering identification tools and reminding users to disclose if their posts contain AI-generated elements.

These measures reflect China’s growing efforts to manage the rapid advancement of AI technologies, balancing innovation with national security and public safety concerns.
