Launched seven years ago, the Xiongan project aimed to reduce Beijing’s population pressures and promote development in Hebei province and the neighboring port city of Tianjin.
Investment and Progress So Far
Despite its ambitious goals, the completion of Xiongan New Area is projected for 2049. The Xiongan New Area has attracted about 670 billion yuan (US$93 billion) in investment. This investment is supported by strong political backing. This backing was reaffirmed during last month’s third plenum, a key economic policy meeting. Xiongan New Area, once a rural plain, is transforming into an interconnected urban environment. It now features modern infrastructure, public transport, educational facilities, and green spaces. More than 200 state-owned enterprises have established a presence in the city.
Xiongan New Area’s Current State
However, despite the ambitious goals of Xiongan New Area Development, the city’s streets remain relatively quiet. The area has an official population of 1.2 million. Yet, many commercial spaces, especially in areas like Rongdong district, are still vacant. Rongdong district is set to host a finance district and tech park. Some businesses, such as real estate agencies and kindergartens, report increased activity. This indicates a potential influx of residents, particularly from Beijing.
Attracting Businesses and Residents to Xiongan New Area
The success of Xiongan New Area largely depends on its ability to attract private businesses and residents from Beijing. Concerns arise that relocating to Xiongan New Area might be seen as a “downward migration” compared to living in the capital. Critics argue that the city’s appeal will rely on factors such as affordable rent, more relaxed residency policies, and improved international connectivity.

Despite these concerns, some experts stay optimistic about Xiongan’s future. They believe it could evolve into a technologically advanced and environmentally friendly city.
